A useful commercial roof replacement budget starts with the proposed scope and the building’s condition. Roof area alone cannot establish the cost: removal, insulation, drainage, access and work discovered during tear-off may all change the proposal. This guide shows how to organize those items before comparing contractor prices.

Roofing Direct has not published a verified regional quote dataset. The method below is a budgeting worksheet, not a national price survey or a property-specific estimate. Request written quotes in the property’s market and identify whether amounts are in CAD, USD or another currency.

Define the roof before requesting a price

Record the measured roof area, the number of roof sections, membrane type, known age and repair history. Ask the contractor what investigation supports its recommendation. Separate a full tear-off from a proposed recover: retaining an eligible existing assembly and removing the entire roof are different scopes.

A condition assessment can identify what is known, what remains uncertain and what further investigation is needed. The eventual proposal should document its assumptions rather than treat hidden conditions as already confirmed.

Commercial replacement cost breakdown

Items to reconcile across contractor proposals
Cost itemWhat to confirmHow to compare
Removal and disposalLayers removed, substrate exposed, disposal and hazardous-material assessment responsibilities.Match the removal scope before comparing totals.
Insulation and cover boardSpecified products, thickness, layout and replacement of wet materials.Compare the same assembly and clearly separate allowances.
Membrane and attachmentManufacturer, product, thickness, attachment and flashing details.Identify alternatives as separate options.
Deck repairsKnown work, provisional quantities and unit prices for additional work.Confirm units and how quantities will be approved.
Drainage and edge detailsDrains, scuppers, gutters, perimeter metal and equipment penetrations.Check quantities and inclusions individually.
Site operationsAccess, lifting, staging, temporary protection and tenant coordination.Confirm working hours and access assumptions.
Closeout and chargesInspections, warranty registration, permits and applicable taxes.Compare totals on the same currency and tax basis.

Calculate unit prices consistently

Use this arithmetic only after aligning the scope: comparable quoted total ÷ measured roof area = comparable cost per square foot. State whether that total includes taxes, provisional work and optional upgrades. A low membrane-only unit price should not be compared directly with an all-inclusive tear-off and replacement price.

If roof area is recorded in square metres, use the same area unit for each bid. Confirm who measured the roof and whether the quoted area includes every roof section in the project. Satellite measurements can help describe an enquiry but cannot identify all hidden roof conditions.

Separate allowances from fixed work

An allowance is a provisional amount for a defined uncertainty. Ask what quantity and rate it assumes, how actual work will be measured and who approves a variation. Request separate unit prices for work such as additional deck replacement when its extent cannot be established beforehand. Avoid adding the same item both as an allowance and as a fixed inclusion.

Evaluate repair and recover alternatives

A lower initial price is useful only if the option addresses the assessed conditions. Ask for the findings supporting repair, recover or replacement. Manufacturer recover guidance from GAF is a starting reference for discussing eligibility; a contractor must evaluate the actual assembly and applicable requirements.

Move from budget to a written quote

Use the bid comparison checklist to document inclusions, exclusions and changes. Keep each proposal’s date, validity period, currency and payment terms with the property records. A budget becomes a contract price only when the responsible parties agree the scope and commercial terms.

Request contractor introductions for commercial roof replacement and provide your property location, approximate area and assessment information.
